Lord Lieutenant’s Award Recognition

On Monday evening, two of our highly committed adult volunteers, Sergeant Lockley and Captain McGinn, were honoured at a ceremony in the magnificent surroundings of Liverpool Cathedral, where they received the prestigious Lord Lieutenant’s Award.

The Lord Lieutenant’s Award is presented annually to individuals who have demonstrated exceptional service and dedication to their communities, with particular emphasis on supporting and inspiring young people. Being selected for such recognition is a testament to the outstanding work carried out by both Sgt Lockley and Capt McGinn within our cadet contingent.

About Sergeant Lockley

Sgt Lockley serves as an RAF Instructor, bringing specialist knowledge and enthusiasm to the RAF section of the contingent. He plays a central role in delivering training across a wide range of RAF activities, from aviation-related instruction and drill to leadership development. His passion for the Royal Air Force and approachable teaching style ensure cadets gain both skills and confidence, while his mentoring continues to inspire young people to aim high and make the most of every opportunity.

About Captain McGinn

Capt McGinn serves as an Army Instructor and the Contingent Second-in-Command (2IC). She is instrumental in the leadership, planning, and organisation of the contingent, ensuring the smooth running of training programmes and activities. Alongside her work with the Army section, she actively supports the RAF and Navy sections, ensuring cadets across the contingent benefit from a broad range of opportunities. She regularly invites RAF and Navy cadets to attend Army camps, strengthening the cohesion of the contingent and broadening cadet experiences. Her dedication, leadership, and encouragement have had a lasting impact on both cadets and staff, and she plays a vital role in sustaining the strong reputation of the contingent.

Together, they have devoted countless hours to the training and development of our cadets, providing expert instruction, guidance, and encouragement. Their willingness to go above and beyond—often behind the scenes—ensures that our cadets not only receive the very best in skills-based training, but also develop confidence, resilience, and leadership qualities that will serve them throughout their lives.

Their achievement highlights the vital role that volunteers play within the cadet movement. Without their tireless efforts, enthusiasm, and dedication, many of the opportunities available to our young people would simply not be possible. Recognition at this level underlines the significant contribution they continue to make, both to the success of our unit and to the wider cadet community.

“Sgt Lockley and Capt McGinn are outstanding examples of what makes our contingent so strong. Sgt Lockley’s expertise and passion as an RAF Instructor continue to inspire our cadets, while Capt McGinn’s leadership as Army Instructor and Contingent 2IC ensures every section—Army, RAF, and Navy—benefits from her support and vision. Their well-deserved recognition with the Lord Lieutenant’s Award reflects the enormous impact they have on our cadets, staff, and the wider community. We could not be more proud of them both.”Contingent Commander
